WAIVER PETITION: Planning Commission, re: Petition 2023-04-02-03 submitted by Wade Shows, Inc. requesting waiver use approval to conduct a carnival in the parking lot of the former Sears, sponsored by the Livonia AM Rotary Club, consisting of amusement rides, games, and food concessions from July 13, 2023, through July 23, 2023, on the property at 29500 Seven Mile Road, located on the northwest corner of Seven Mile and Middlebelt Roads in the Southeast ¼ of Section 2.
2. SITE PLAN PETITION: Planning Commission, re: Petition 2023-04-08-04 submitted by Haidous Brothers Livonia L.L.C., on behalf of Dairy Queen, requesting approval to redevelop the site, including reconfiguring the parking lot and drive-thru facilities, add an outdoor patio area and remodel the interior and exterior of the restaurant (former Steak N Shake) at 17200 Middlebelt Road, located on the east side of Middlebelt Road, north of Six Mile Road, in the Southwest ¼ of Section 12.

6. REAPPOINTMENT OF PETER VENTURA TO THE LIVONIA PLANNING COMMISSION: Office of the Mayor, re: for a three-year term, which will expire on June 9, 2026.
7. 10. REQUEST FOR AUTHORIZATION TO PURCHASE TWO (2) DUMP TRUCKS THROUGH THE ROCHESTER HILLS CO-OP AWARD AGREEMENT: Public Works Division, re: for use by the Roads Department, from budgeted funds.

a. The subject matter to amend the Livonia Code of Ordinances to add a “dog leash law” to ensure that dogs are under the control of their owners and to prevent possible tragedies. (CR 177-05)
b. The subject matter of the regulation of veterinary hospitals. (CR 294-14)
c. The subject matter of Sign Permit Application, Petition 2015-08-SN-04, submitted by Huron Sign Company, on behalf of the Livonia Family YMCA, requesting approval for a replacement ground sign with variable electronic message board at 14255 Stark Road. (CR 317-15)
d. The subject matter of the demolition of blighted residential and commercial properties. (CR 110-23)

12. BLOCK PARTY: Ray Franges, re: to be held Saturday, August 19, 2023, from 3:00 p.m. to 10:00 p.m., on Brentwood Street between Meadowlark and Jacquelyn Streets, with a rain date of Sunday, August 20, 2023.
13. REQUEST TO AMEND THE PREVIOUSLY ESTABLISHED COMMERCIAL REHABILITATION DISTRICT NO. 4: Paul F. Bohn, Fausone Bohn, LLP, on behalf of Schoolcraft Lodge, Inc., re: for a three-year extension for the redevelopment of property located at 31501 Schoolcraft Road, in the Northeast ¼ of Section 27. 14. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: to Section 040 of Title 13, Chapter 08 (Water Services Rates and Revenues) to provide for changes in the water service consumption rates to become effective with the first billing on or after July 1, 2023.
15. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: to Section 050 of Title 13, Chapter 08 (Water Service Rates and Revenues) to provide changes in the water service consumption rates to become effective with the first billing on or after July 1, 2023.
16. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: to Section 050 of Title 13, Chapter 28 (Industrial Waste Surcharge) to provide for changes in the industrial waste surcharge rate to become effective with the first billing on or after July 1, 2023.
17. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: to Section 120 of Title 13, Chapter 20 (Livonia Sewage Disposal System) to provide for changes to the sewer disposal and maintenance rates to become effective with the first billing on or after July 1, 2023.
18. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCE, AS AMENDED: Department of Law, re: Section 130 of Title 13, Chapter 20 (Livonia Sewage Disposal System) to provide for changes to the special rates for designated uses to become effective with the first billing on or after July 1, 2023.
19. AWARD OF CONTRACT: Department of Public Works, re: for all labor, materials, and equipment to complete the 2023 roof replacement projects in an amount not to exceed $681,853.00, from budgeted funds.
