a.    Communication from the Department of Finance, dated September 18, 2024, re: forwarding the Departmental Purchase Reports, for the months ending July and August 2024.

CONSENT AGENDA

1.   BLOCK PARTY: Krista Leavens, re: to be held Saturday, October 12, 2024, from 3:00 p.m. to 9:00 p.m., on Grandon Avenue, between Harrison and Brentwood Streets.

2. BLOCK PARTY: Jennifer Checcobelli and Heidi Miller, re: to be held Saturday, October 12, 2024, from 3:00 p.m. to 10:00 p.m., from 19031 Irving Street to Clarita Street, with a rain date of Saturday, October 19, 2024.

3.   BLOCK PARTY AND STREET BARRICADE: Danielle Greason, re: to be held Thursday, October 31, 2024, from 5:00 p.m. to 9:00 p.m., on Emerson Court and Tulipwood Street, from West Chicago to Harrison Street.

4.  REQUEST TO ACCEPT GRANT FUNDING: Office of the City Clerk, re: to accept grant funding on behalf of the Election Commission from the Institute for Responsive Government, a nonpartisan organization.

5. REQUEST TO AUTHORIZE APPROPRIATION AND EXPENDITURE TO SOLE SOURCE PROVIDER: Livonia Fire and Rescue, re:  for the emergency repair of Fire Engine 3 engine failure, from budgeted funds.

6.  AWARD OF CONTRACT: Engineering Division, re: for the 2024 Rear Yard Drainage Improvements on Fairway Drive in Section 20 and Puritan Avenue in Section 14, from budgeted funds.

7.   COMMITTEE OF THE WHOLE MEETING OF SEPTEMBER 18, 2024

a.    Subject matter of what options are available concerning the culling and management of the deer and coyote populations in the city. (CR 213-23)

b.    The subject matter of a proposed responsible contractor ordinance. (CR 241-24)

UNFINISHED BUSINESS

8.   REQUEST FOR COUNCIL APPROVAL ON A PROPOSED LOT SPLIT: Department of Assessment, re: for the property located South of Eight Mile Road, and West of Merriman Road, in the Northeast 1/4 Section 3, 20100 Osmus (Petition 2023-12-LS-12) and to waive the lot depth-to-width ratio for both proposed parcels "A" and "B".

NEW BUSINESS

9.  BLOCK PARTY: Anthony Mitchell, re: to be held Sunday, October 20, 2024, from 12:00 p.m. until 6:00 p.m., on Louise Street between Richland and Orangelawn Streets.

10. REQUEST TO APPROVE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE MICHIGAN DEPARTMENT OF TRANSPORTATION AND THE CITY OF LIVONIA: Engineering Division, re: for the non-motorized trail head construction on the west side of Highway I-275/I-96, south of the Eight-Mile entrance ramp.

11.  REQUEST TO AMEND COUNCIL RESOLUTION 16-24, BOARD OF DIRECTORS OF THE LIVONIA ANNIVERSARY COMMITTEE (SPREE): Brandon McCullough, Council President, re: to replace Council President Brandon McCullough with Councilmember Laura M. Toy, as the Council Representative.
