1.  REQUEST TO WAIVE THE CITY'S NOISE ORDINANCE: Joseph Coogan, re: to host a graduation party with a DJ in the backyard of the home located at 19291 Lathers St, on Saturday, June 22, 2024, from 1:00 p.m. until 10:00 p.m. 

2.  REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: Ashley Morris, Community Opportunity Center, NPHC, re: to hold a company family picnic with a DJ at Rotary Park, on Thursday, September 19, 2024, from 4:00 p.m. to 6:00 p.m. 

3.  REAPPOINTMENT OF JAMES BARINGHAUS TO THE ZONING BOARD OF APPEALS: Laura M. Toy, Councilmember, re: for a three-year term which will expire on July 12, 2027. 

4.  REAPPOINTMENT OF GREGORY G. COPPOLA TO THE ZONING BOARD OF APPEALS: Rob Gjonaj Donovic, Councilmember, re: for a three-year term which will expire on July 12, 2027. 

5.  REAPPOINTMENT OF MARC ROTONDO TO THE ZONING BOARD OF APPEALS: Scott Morgan, Councilmember, re: for a three-year term which will expire on July 12, 2027. 

6. REQUEST TO APPROVE SUPPORT FOR LEGISLATION FOR THE GROUND EMERGENCY MEDICAL TRANSPORTATION (GEMT) program: Livonia Fire & Rescue, re: in order to enhance our emergency medical transportation services and potentially secure significant additional funding for the Fire Department. 

7.  REQUEST TO EXECUTE THE 2024 AGREEMENT BETWEEN THE CITY OF LIVONIA AND SMART: Livonia Housing Commission, re: to allow the Livonia Community Transit Program to receive the Municipal and Community Credits in the amount of $89,424. 

8.  REQUEST TO APPROVE SPECIALIZED SERVICES OPERATING ASSISTANCE PROGRAM THIRD PARTY CONTRACT FOR THE PERIOD OF OCTOBER 1, 2023, THROUGH SEPTEMBER 30, 2024, BETWEEN THE CITY OF LIVONIA AND SMART: Livonia Housing Commission, re: with grant funds to be used for the Livonia Community Transit Program to provide lift-equipped transportation to the senior and disabled residents of the City. 

9. REQUEST FOR AUTHORIZATION TO WAIVE THE SEALED BID PROCESS AND PURCHASE FROM SOLE SOURCE PROVIDER: Department of Public Works, re: for the purchase of stormwater, water main and sanitary manhole-related items in an amount not to exceed $150,000.00 annually, for the period of July 1, 2024, to June 30, 2025. 

10.  REQUEST TO AMEND THE CONTRACT WITH OHM ADVISORS: Engineering Division, re: for Construction Engineering Services for the 2024 Water Main Replacement Project (Harrison Road and Westfield Avenue) from the Unexpended Fund Balance of the Water and Sewer Fund to be reimbursed by the proceeds of the Drinking Water Revolving Fund Revenue Bonds. (CR 336-21) 

11.  AWARD OF CONTRACT: Engineering Division, re: for the interior renovations at the Robert and Janet Bennett Civic Center Library, from the Unexpended Fund Balance of the Library Fund. (CR 378-20) 

12.  AWARD OF CONTRACT: Engineering Division, re: for Phase 3 of the DPW Security Camera Installation, from budgeted funds. (CR 148-22 and 273-23) 

13.  REQUEST TO AMEND COUNCIL RESOLUTION 017-24: Department of Law, re: to designate the Director of Finance, Debra Peck Lichtenberg, as the official representative and voting representative of the City of Livonia at the Annual Meeting of the Michigan Municipal Risk Management Authority. 

UNFINISHED BUSINESS

14. AWARD OF CONTRACT: Inspection Department, re: for BS&A Cloud-based software, licensing and training, for a total amount of $249,480.00, with a not-to-exceed annual increase of 5%, from budgeted funds. 

15.  REQUEST FOR AUTHORIZATION TO PURCHASE TWO (2) DUMP TRUCKS THROUGH THE ROCHESTER HILLS CO-OP AWARD AGREEMENT: Public Works Division, re: for use by the Roads Department, from budgeted funds. 

16. AWARD OF CONTRACT: Department of Public Works, re: for a maintenance service contract for water main and sanitary sewer rehabilitation for a period of three (3) years with an option to renew for an additional two (2) year period, from budgeted funds. 

17. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as amended: Department of Parks and Recreation, re: to amend Chapter 8.24.050 (Keeping wild animals, birds and bees) in order to allow for introducing bee hives on park property for educational purposes.

18. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as amended: Department of Law, re: to Title 2, Chapter 23 (Department of Information Systems), in order to remove the role of the Director of Finance in the responsibility for management of the Director of Information Systems.

19.   ROLL CALL: Proposed Amendment to the Livonia Zoning Ordinance, as amended: Department of Law, re: Petition 2024-01-01-01 submitted by SR&D Development, requesting to rezone the property at 18340 Middlebelt Road, located on the east side of Middlebelt Road between Six Mile Road and Pickford Avenue in the Northwest ¼ of Section 12, from RUF (Rural Urban Farm) to C1 (Local Business).

20. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: to Section 040 of Title 13, Chapter 08 (Water Services Rates and Revenues) to provide for changes in the water service consumption rates to become effective with the first billing on or after July 1, 2024.

21. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: to Section 050 of Title 13, Chapter 08 (Water Service Rates and Revenues) to provide changes in the water service consumption rates to become effective with the first billing on or after July 1, 2024.

22. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: to Section 050 of Title 13, Chapter 28 (Industrial Waste Surcharge) to provide for changes in the industrial waste surcharge rate to become effective with the first billing on or after July 1, 2024.

23. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: to Section 120 of Title 13, Chapter 20 (Livonia Sewage Disposal System) to provide for changes to the sewer disposal and maintenance rates to become effective with the first billing on or after July 1, 2024.

24. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: Section 130 of Title 13, Chapter 20 (Livonia Sewage Disposal System) to provide for changes to the special rates for designated uses to become effective with the first billing on or after July 1, 2024.
