REPORTS FROM THE MAYOR AND OTHER CITY OFFICIALS

a. ADMINISTRATIVE RESPONSE TO CR 04-24: Office of the Mayor, re: subject matter of human trafficking and drug use at the various hotels and bars on Plymouth Road and how the City plans to address the issue.

CONSENT AGENDA

1.  WAIVER PETITION: Planning Commission, re: Petition 2024-01-02-01 submitted by Sri Shirdi Saibaba Temple, requesting waiver use approval to construct an 18,478 square foot religious temple and gazebo on the property at 28875 W. Seven Mile Road, located on the southeast corner of Seven Mile Road and Maplewood Street in the Northwest ¼ of Section 12.

2.  WAIVER PETITION: Planning Commission, re: Petition 2024-01-02-02 submitted by Tiseo Architects, on behalf of United Lawnscape, requesting waiver use approval to operate a Special Trade Contractors Yard that includes the outdoor storage of landscaping equipment and materials at 12933 Farmington Road in the Northeast ¼ of Section 28.

3.  REQUEST TO WAIVE THE FORMAL BIDDING PROCESS AND APPROVE RENEWAL OF CONTRACT WITH SOLE SOURCE PROVIDER: Division of Police, re: for a three-year agreement with Motorola Solutions, Inc., from budgeted funds.

4.  REQUEST TO WAIVE THE FORMAL BIDDING PROCESS AND AUTHORIZE PURCHASE OF ONE (1) LEICA GS18T GNSS SYSTEM AND SOFTWARE THROUGH THE MiDEAL, STATE OF MICHIGAN CONTRACT BID PRICING: Division of Police, re: to replace current equipment that is out of warranty and at end of life, from budgeted funds.

5.  REQUEST TO WAIVE THE FORMAL BIDDING PROCESS AND APPROVE RENEWAL OF A SOLE SOURCE PROFESSIONAL SERVICES AGREEMENT: Division of Police, re: for a term of two years with Brett M. Naumcheff, of the Michigan Police Legal Advisor Group, from budgeted funds.

6.  REQUEST TO EXTEND CONTRACT WITH ALLIE BROTHERS, INC: Division of Police, re: for a period of two years with a four percent increase, in order to supply Police Department uniforms, from budgeted funds.

7. REQUEST TO WAIVE THE SEALED BID PROCESS AND AUTHORIZE PURCHASE OF NINE (9) MARKED AND UNMARKED POLICE VEHICLES USING STATE OF MICHIGAN MIDEAL COOPERATIVE BID PRICING: Division of Police, re: from budgeted funds. 

8. REQUEST TO APPROVE BUDGET ADJUSTMENTS FOR THE FISCAL YEAR ENDING NOVEMBER 30, 2023: Department of Finance, re: same.

9. REQUEST TO AUTHORIZE APPROPRIATION AND EXPENDITURE: Department of Parks and Recreation, re: for the emergency repair of multiple breaks in the water line feeding to the Clements Circle pool and bathhouse, from budgeted funds.

10. REQUEST TO APPROVE CONTRACT EXTENSION: Department of Public Works, Forestry Division, re: in order to complete the remaining inventory for the City-owned tree audit and update the inventory database, from budgeted funds.

11. REQUEST FOR AUTHORIZATION TO WAIVE THE SEALED BID PROCESS AND PURCHASE TWO (2) TRAILER MOUNTED LEAF VACUUMS THROUGH THE MI DEAL STATE BID PROCESS: Public Works Division, re: to replace two current units, from budgeted funds.

12. REQUEST TO APPROVE ALLIANCE OF ROUGE COMMUNITIES (ARC) ANNUAL ASSESSMENT FOR 2024: Public Works Division, re: in the amount of $37,235.00, from budgeted funds.

UNFINISHED BUSINESS

13. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as amended: Department of Law, re: to Title 2, Chapter 04 (City Council), adding Section 075 (Council Office Administrator) and amending Section 080 (City Clerk Duties).

First Reading given by Councilmember Laura M. Toy on February 12, 2024.

14.  WAIVER PETITION: Planning Commission, re: Petition 2023-12-02-15 submitted by Ark-Tec Architects, L.L.C. on behalf of New Oakland Family Centers requesting special waiver use approval for a Planned Development, to convert two (2) former office buildings for use as a domiciliary behavioral health facility with short-term, temporary housing (less than 72 hours per stay), on the property at 29582-29596 Five Mile Road, located on the north side of Five Mile Road between Middlebelt Road and Hidden Lane in the Southeast ¼ of Section 14. Denied by the Planning Commission on January 16, 2024, and appealed at the Public Hearing on March 4, 2024.

NEW BUSINESS

15. REQUEST FOR DESIGNATION AS A NON-PROFIT ORGANIZATION: GH Pastor Foundation for Kids, re: as required by the State of Michigan to obtain a Charitable Gaming License to allow a raffle fundraiser in the future.

16.  ACCEPTANCE OF DONATIONS: Department of Parks and Recreation, re: cash and gifts from various contributors to be used for the purposes as designated by donors.

17. ACCEPTANCE OF QUIT CLAIM DEED: Department of Law, re: secured without monetary consideration from Leo Soave, as part of the lot combination, of Parcel Nos. 46-125-99-0004-000 (35755 Plymouth Road) and 46-125-99-0010-006 (35841 Plymouth Road) in order to obtain the necessary road right-of-way in the Northeast 1/4 of Section 32.

18. REQUEST TO SCHEDULE A CLOSED COMMITTEE OF THE WHOLE MEETING: Department of Law, re: for the purpose of discussing pending litigation and attorney/client privileged communications with respect to Donald and Dina Croskey, et al v City of Livonia; Wayne County Circuit Court Case No. 22-011590-NZ.
