7. REQUEST TO APPROVE NOTICE OF INTENT RESOLUTION: Department of Finance, re: to allow the City to proceed with the issuance of not-to exceed $6,500,000 in Water Supply and Sewage Disposal System Revenue Bonds as a new money issue for the purpose of paying all or part of the cost of replacing and upsizing of water mains for the City’s Water Supply and Sewage Disposal System.

8.  REQUEST FOR AUTHORIZATION TO PURCHASE ONE (1) FREEMOTION FITRIG, ACCESSORIES AND STORAGE: Department of Parks and Recreation, re: for the Jack E. Kirksey Recreation Center, from budgeted funds.

14. WAIVER PETITION: Planning Commission, re: Petition 2023-03-02-02, submitted by Yo-Yo Spa 1 L.L.C., requesting to operate a massage establishment at 33316 Plymouth Road, located on the north side of Plymouth Road between Mayfield Avenue and Farmington Road in the Southwest ¼ of Section 27, denied by the City Planning Commission on May 9, 2023, and appealed at the Public Hearing on June 12, 2023.

15. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: to Section 040 of Title 13, Chapter 08 (Water Services Rates and Revenues) to provide for changes in the water service consumption rates to become effective with the first billing on or after July 1, 2023.

16. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: to Section 050 of Title 13, Chapter 08 (Water Service Rates and Revenues) to provide changes in the water service consumption rates to become effective with the first billing on or after July 1, 2023.

17. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: to Section 050 of Title 13, Chapter 28 (Industrial Waste Surcharge) to provide for changes in the industrial waste surcharge rate to become effective with the first billing on or after July 1, 2023.

18. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: to Section 120 of Title 13, Chapter 20 (Livonia Sewage Disposal System) to provide for changes to the sewer disposal and maintenance rates to become effective with the first billing on or after July 1, 2023.

First Reading given by Councilmember Scott Morgan on June 5, 2023.

19. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinance, as amended: Department of Law, re: Section 130 of Title 13, Chapter 20 (Livonia Sewage Disposal System) to provide for changes to the special rates for designated uses to become effective with the first billing on or after July 1, 2023.
