Access to Capital and Incentives

The City of Livonia, Planning and Economic Development Department, exercises administrative supervision over the planning, development and redevelopment of commercial, industrial and residential property. To accomplish its objectives, the Department works closely with the Engineering, Inspection, the Assessor’s Office, Clerks Office, Livonia Planning Commission, Livonia Brownfield Redevelopment Authority, other City departments and various other organizations. The Department is also responsible for the acquisition of Federal and State Projects and other tax incentive programs, assistance in the acquisition of real estate, the implementation of the City’s Future Land Use Plan and acts as a liaison to the Plymouth Road Development Authority. This collaborative effort of all parties in the community is key to moving Livonia forward in strengthening our economic stability.

In an effort to promote new investment and redevelopment, the City of Livonia, works closely with businesses utilizing programs to gain access to capital to reinvest in the growth and development of the company. It should be noted that all incentive programs available from the City have application fees and require approval for the City Council and other local boards or commissions and may require final approval from the State of Michigan.

The Michigan Economic Development Corporation (MEDC) can also help connect your business with capital providers - federal grants, venture capitalists, banks, and others as well as offer programs that can expand the reach of those capital providers. 1.  Industrial Facilities Exemption P.A. 198 of 1974
Provides a tax incentive to manufacturers to enable renovations and expansion of aging facilities, assist in the building of new facilities, and to promote the establishment of high tech facilities.  Click here for further details and qualifications on the P.A. 198 as outlined by the Michigan Economic Development Corporation (MEDC).  Click here for instructions and steps to follow when filing an Industrial Facilities Exemption Certificate with the City of Livonia.

2. Commercial Rehabilitation Exemption Certificate, PA 210 of 2005
Encourages the rehabilitation of commercial property by abating the property taxes generated from new investment for a period up to 10 years.  Rehabilitation also includes new construction on vacant property from which a previous structure has been demolished and if the new construction is an economic benefit to the local community as determined by the qualified local governmental unit.  The Commercial Rehabilitation Tax freezes the taxable value of the building and exempts the new investment form local taxes.  Click here for further details from the MEDC.

3. Private Activity Bond Program (Industrial Revenue Bonds) 
Pursuant to Public Act 338 of 1974, the Wayne County Economic Development Corporation (the EDC) may issue revenue bonds and use the proceeds thereof to make loans to private companies to finance a "project" (as defined by PA 338) in order to promote economic development within Wayne County. These loans can be made for manufacturing projects, qualified 501(c)(3) corporation projects, solid waste disposal facilities, and certain other types of exempt facilities under Section 142 of the Internal Revenue Code. 4. SBA Certified Development Company (504) Loans
The U.S. Small Business Administration's SBA 504 program provides small-and medium-sized businesses with long-term fixed rate financing for the acquisition or construction of fixed assets. Businesses must have a tangible net worth of less than $15 million and an average net profit of less than $5.0 million for the past two year. Click here for further details provided by the MEDC.

5. Property Assessed Clean Energy Program (PACE)
The Property Assessed Clean Energy  Program (PACE) is an innovative way to help businesses save money, create jobs, grow the tax base and promote environmental sustainability, all at no cost to Livonia taxpayers.  The Lean & Green Michigan™ PACE Program, allows municipalities to create a PACE district at no cost, that enables investment in comprehensive energy efficiency, water efficiency and renewable energy projects that used to be virtually impossible. By financing such projects through PACE, businesses can eliminate the need for upfront capital and spread the costs over 10 or 20 years so that the savings generated from the project are greater than the annual PACE loan repayment – generating immediate positive cash flow.  For further information on the PACE Program check out the PACE financing flyer or the Lean and Green Michigan™ PACE Program website at www.leanandgreenmi.com.
